Ulker Babayeva received a bachelor's degree in English and a master's degree in English language and literature at Azerbaijan University of Languages.
During the years 2001-2003, he studied International relations at Minnesota State University, USA.
She continued his doctoral studies at the Johns Hopkins University in the United States and received a Doctor of Education (EdD) degree.
Before that, Ulkar Babayeva worked as a senior consultant in the Department of Informatization of the Education System, head of the Economic Education Service of the Central Bank of the Republic of Azerbaijan, and deputy director of the Education Institute of the Republic of Azerbaijan.
It should be noted that Tahmina Taghi-Zadeh, the previous vice-rector for scientific affairs, international relations and quality policy of ASAPES, has been appointed the executive director of ANADA.
