The country have collected 5.125 coefficient points in the current European season. Azerbaijan are just 0.188 points behind Israel, who occupy 24th place with 23.875.
Slovenia are immediately behind Azerbaijan in 26th position with a coefficient of 22.843.
Azerbaijan's latest European campaign came to an end on Thursday when Qarabag lost 4-1 after extra time to Twente in the second leg of their UEFA Conference League play-off tie.
The Aghdam club had won the first leg 1-0 but were eliminated 4-2 on aggregate.
England lead the UEFA country coefficient ranking with 101.907 points.
